JOB PURPOSE

To advise, monitor and provide practical support to the business on Safety, Health, Environmental Protection and Quality aspects the maintenance of associated Management System(s) and applicable certificates to ensure compliance with the relevant standards and regulatory bodies.

RESPONSIBILITIES OF THE JOB

1.Assist the HS&EP and Quality managers in maintaining the site’s mandatory compliance with statutory legislation and requirements for Quality, Health, Safety, Environment and Fire.

2.Review and maintenance of the site’s Integrated Management Systems commensurate with the ISO 9001, ISO 17020, ISO 14001 and ISO 45001 standards.

3.Review and upkeep of the various Business Management Systems to maintain the current site-specific ISO 9001, ISO 17020, ISO 14001 and ISO 45001 certifications.

4.Maintain Internal Audit schedule, Customer Feedback, Equipment Failure reporting and quality investigation systems. Maintain effective Quality Control systems and the management of Permits.

5.Verification and issue of Local Process control systems and to assist / advise in the development of further systems.

6.In liaison with Line Management, Investigation of local incidents/accidents and dangerous occurrences. Collate accident statistics, report on trends and advise on suitable measures to prevent or reduce the likelihood of further occurrences.

7.Providing advice / guidance for local management on Quality, Health, Safety, Environment and Fire issues.

8.Focal point for Quality Occurrence Reports (QOR), Defect Reports (F760), Discrepancy and Unsatisfactory Feature (F765) Reports and their distribution and progression.

9.Focal point for all external HS&E government departments, enforcement agencies and local authorities and Stafford main site SHEF department.

10.Establishing health surveillance (HS) criteria, deciding when HS is required under legislation and for assurance. Ensuring those who require HS receive it as often as required. Reviewing results and arranging controls as required. Interacting with HR colleagues, external agencies and service providers (e.g. Occupational Health) to contribute to the management of sickness absence and employee occupational health and wellbeing initiatives across DECA.

11.Distribution and amendment of all on site HS&E regulations.

12.Focal point for Incident Reporting at Stafford site

13.Incident Investigations with local Management & TU H&S Reps comprising the Stafford Health & Safety Committee

14.Maintain Incident Register on Sharepoint

15.Co-ordinate Stafford Health & Safety Committee

16.Advise line management on effective content of Heath & Safety Assessments

17.Carry out technical investigations in response to Quality Occurrence Reports (QOR) and Fault Reports (760) received. Document findings and brief to line management.

18.Carry out internal Technical Audits of gas cylinders and pressure vessels inspection and test processes to ISO 17020

19.Co-ordinate and Monitor Monthly Compliance Self Monitoring; review and follow up specific issues raised for all Stafford work areas

20.Register and manage non conformance reporting on Baan

21.The post holder has authority to prohibit any operation in breach of Health & Safety, Quality or Environment policy.

REQUIRED KNOWLEDGE AND SKILLS

•Experience and knowledge of engineering environment and the associated health and safety and environmental risks.

•Possess good interpersonal and excellent communication skills with the ability to inspire others and fully adopt the ethos of team working.

•Sound working knowledge of ISO 9001, ISO 14001, ISO 45001 and shall possess the knowledge and ability to conduct technical quality audits in a gas cylinder testing and inspection environment and shall be familiar with the requirements of EN ISO/IEC 17020 and its application to inspection bodies appointed by Department for Transport.

•Baan QAM role.

INTELLECTUAL DEMANDS OF THE JOB

•Experience and knowledge of engineering environment and the associated health and safety and environmental risks.

•Work with a high degree of autonomy and the ability to manage own time to meet set compliance targets (audit schedule, non conformance, QOR responses etc) to ensure completion on time

•Ability to communicate clearly, concisely and accurately via telephone, email and face-to-face across a broad customer base (all grades), including external auditors

•Ability to prioritise workloads to meet compliance requirements.

•Ability to grade non conformances (Major, Minor) according to severity / risk of finding.

•Ability to carry out legal compliance audits.

COMMUNICATION DEMANDS OF THE JOB

•Ability to communicate clearly, concisely and accurately via telephone, email and face-to-face across a broad customer base (all grades), including external auditors such as LRQA / UKAS

•Liaise with local Management and TU H&S reps in carrying out incident investigation’s

•Provide accurate and timely data and reports to Line Management.

PHYSICAL DEMANDS

Position requires long periods of PC work compiling reports

and can require long periods in workshops when auditing

WORK ENVIRONMENT

•Mainly office based.

•Role requires much PC work

•Auditing requires periods working in all work areas across the Stafford site.

REQUIRED EDUCATION AND EXPERIENCE

•Mechanical or Electrical engineering training and experience with academic qualifications appropriate to the grade; indentured apprenticeship, ONC or equivalent.

•Internal Auditor / Lead Auditor qualification suitable to audit all Standards relevant to the Stafford site (ISO 9001, ISO 14001 and ISO 45001) or a willingness to work towards and achieve this qualification within a reasonable timeframe.

•Experience on the application of EN ISO/IEC 17020 within inspection and testing of gas cylinders procedures Safety Officer’s course, i.e. NEBOSH General Certificate in Occupational Health & Safety.

•Qualified Risk / COSHH Assessor
