Contract Duration: 12 months
Location: London King's Cross (3 days per week)
IR35 Status: Inside IR35
Role Overview
The Benchmarking Lead will:
Lead the development and delivery of solutions and guidance across technical, commercial, and business change domains
Collaborate with IPDR, subject matter experts, and stakeholders to define remits and end-user needs
Identify delivery routes (internal or external), work procurement teams, and oversee delivery to time and budget
Manage approvals, stakeholder engagement, and communications
Establish review cycles for continuous improvement of guidance
Workstream Approach
Prioritise workstreams for progression
For each workstream, clarify the problem statement(s) and the outcomes and outputs required, consulting subject matter experts and key stakeholders in the process, aligning to portfolio goals and objectives.
Produce a remit for each workstream and develop a plan for resourcing and delivery of the remit
Delivery is to shaped to suit the problem and level of maturity, examples to date include
multi-step delivery, considering options and selecting one or more industry solutions to fund, develop and agree the basis for use
Formally consulting industry to identify best practice to date (live ETCS projects and past projects, UK and Europe)
Drawing on models to develop solutions or guidance where there is no equivalent today
Most workstreams will be task and finish, developing policy, templates, deliverables, guidance and best practice to make ETCS deployment more straightforward for future deployments. The outputs will need owner(s), a plan for communication of the information and the need for any ongoing monitoring, feedback and updates identified
Identify resources: some workstreams will be best delivered by IPDR using NR resources (including live ETCS projects), while most will need specialist supply chain or individuals to deliver, sourced and contracted through the IPDR procurement team
Secure funding and investment authority within IPDR
Identify the governance and approvals needed for review and acceptance of the outputs, as this will vary depending on the subject matter, the stakeholders involved and maturity of the portfolio delivery framework in that area
Client manage the workstream through delivery and achievement of the outcomes, complying with portfolio governance and reporting requirements
Key Skills and Experience
Degree-level qualification or equivalent
Strong stakeholder engagement across client portfolios
Ability to deconstruct complex problems into manageable work packages
Excellent written communication and reporting skills
Commercial awareness
Influencing and negotiation skills
Proven leadership experience
Ideally, working knowledge of ETCS and UK deployment plans
Planning and scheduling
Risk management
