Programme Context

 

·        East Coast Digital Programme have been formed as an industry led programme of works to undertake signalling interventions between Kings Cross and Stoke Tunnel to upgrade interlockings and install ETCS (European Train Control System) level 2 without signals.

·        This work brings a significant amount of change to Network Rail as a delivery partner within the programme, affecting systems, Data, Maintenance & Operations to name a few.

·        This change needs to be understood, managed, processed, altered, trained and delivered to all affected Network Rail functions in a timely manner to support the deployment of the system.

·        In the next 2 years the programme will,

o   Upgrade the interlockings for Welwyn, Langley and Hitchin

o   Commence and complete system proving in the Operational Migration Overlay (OMO) area between Welwyn and Hitchin

o   Commence driver training on the OMO area

o   Develop the next phases of the ECDP programme (RCS phases & T4)

·        As such, a role is required within the project controls team to deliver the NR planning and risk activities, ensuring compliance, consistency and integration across the NR programme workstreams and supporting the successful overall delivery of the programme.

Role Overview

Programme Risk and Schedule Professional - an individual with experience of planning and delivery of ETCS projects initially for 2 years working 5 days per week within the Project Controls team, this role will support the NR Business Readiness Sector to correlate project time, cost and risk assessment, and will own/manage the Risk and Schedule activities including but not limited to:

·                  To engage and become a key member of the programme delivery team providing an integrated scheduling and risk approach to support the effective delivery of the programme.

·                  Collaboration with key stakeholders to develop and manage a project work breakdown structure and Integrated programme schedule to meet and deliver the overall programme objectives and provide effective project performance measurement, narrative and reporting in line with internal and external reporting timelines.

·                  Monitor delivery against programme milestones, reporting and escalating issues, and identify programme conflicts and interface opportunities whilst also understanding, managing and communicating to complex stakeholder groups.

·                  Collaboration and engagement with internal/external stakeholders and delivery partners to manage and support effective information sharing and awareness of any schedule or risk changes and impacts, ensuring that the Network Rail Business Readiness team/East Coast Route are made progressively aware of any/all changes and impacts associated with each ECDP commissioning/configuration milestones.

·                  Facilitation of risk meetings/workshops ensuring attendees have a general understanding of the process, the assessment criteria and the subsequent actions/responsibilities.

·                  Facilitate and guide programme Managers and workstream leads through the risk management process, providing expert advice to improve Risk Management capability and documentation of programme/project risks, issues and opportunities.

·                  Provide specialist advice to managers to enable the prioritisation and an independent, coherent and consistent evaluation of risk across the business.

·                  Align and maintain the workstream risk data with the strategic risks, working with key stakeholders to appropriately link risks.

·                  Attendance at the regular internal/external meetings to understand/share progress, issues, risks and plans.

·                  Perform other related duties as required or assigned to support the programme objectives.
