MPI have a requirement for a Project Programmer/Project Estimator-Coordinator

Location: RAF Lakenheath, Suffolk, UK

Working Hours: Monday – Friday 07:30-16:30

Out of Scope IR35:-

MPI are currently recruiting to join our team of engineering and construction management specialists at RAF Lakenheath, to work on this exciting contract supporting the 48th Civil Engineer Squadron/Engineering Flight!

RAF Lakenheath is the largest US Air Force-operated base in England and the only US Air Force in Europe (USAFE) to have the F-15 fighter wing.

Certifications:

Project Management (PMP, RMP, Prince2) is desirable but not necessary.

Experience:

Three (3) years demonstrable experience in developing and programming projects for the

US Visiting Forces (US DoD), would be a plus.

A construction financial background would be a plus as there is an element of 'estimating'

required in certain instances.

This is largely an administrative role, so it is key to be organized and computer literate.

Various seminars, and training is provided throughout.

Brief Description of Duties:

The ideal programmer would be someone familiar with project management with strong

financial skills. Handling of the project finances at an earlier, and more macro level.

Generate the project initiation document for project initiation and work with the Quantity Surveyor to create an expected budget for a project's work. (Internal software is NEXGEN, previous knowledge or experience would be a plus but not necessary.)

Locating the funding to execute projects through the different funding sources available to the Squadron including centralized, de-centralized, and MILCON funding.

Further development of a scope provided by the sponsor of a project to the point where development of a "design instruction" (DI) for the contractor on a specified project which includes specific projects requirements from the customer, guidance, and references to regulations that need to be used for the project.

·Ability to learn and comprehend the process, program avenues, rules, and documentation of Air Force project planning and programming for natural and built infrastructure.

·Ability to learn and comprehend project requirements, determine work classification, cost estimating, select appropriate funding avenues (O&M, MILCON, UMMC, NAF, etc.), and develop programming documents.

·Demonstrated skills in public speaking, leadership engagement and coordination with multiple departments/agencies/customers, good team player.

Skills:

Strong communication.

Estimator knowledge to be able to program with cost estimates.

Organized with administration as this role requires a lot of paperwork and data gathering.

Ability to problem solve.

Good level of written English.
